The state of physical readiness of the students of higher education institutions to the defense of Ukraine

The article reveals the theoretical issues of patriotic upbringing and physical readiness of students of educational institutions to defend the state. It was revealed that modern realities led to intensify the search for an effective content of the educational process in physical education, the introduction of physical culture, health and applied technologies to increase the level of physical fitness and mastery of military-applied physical skills and abilities by students of higher education institutions. The purpose of the article is to study the state of physical preparedness of students of higher education institutions to protect the national sovereignty and integrity of Ukraine. Physical readiness refers to the student's physical condition which allows him to perform physical exercises and overcome obstacles that may be encountered in accordance with the requirements of the military task. Departments of physical education should ensure the proper physical readiness of students for life and military service in higher education institutions. Currently, the level of physical preparedness of students of higher education institutions does not meet the requirements for conscripts in the Armed Forces of Ukraine. Studies have confirmed that only 7.0% of first-year students have a high level of physical preparedness, these are as a rule athletes who have a high qualification or those who systematically do physical exercises, visit gyms or physical culture and health centers. 24.0% of students are classified as average, 37.2% as low and 31.8% as poor respectively. It can be assumed that 69.0% of the first-year students who have just entered the university are not ready to defend the Motherland in terms of physical preparedness. The system of physical education in higher education institutions of Ukraine needs a fundamental restructuring and restoration.

SAFETY RISKOLOGY

Problem statement. The rapid expansion of the technosphere, unbalanced geopolitical, ecological, and biological processes of modern times demand a complete reassessment, a deep understanding, and the study of risk in all spheres of human life and activity. War and the non-trivial actions of aggressors force us into the necessity of reactive risk management, not excluding the need for proactive risk management. This complicates the determination of the priority of preventive measures at each stage of the activities of subjects and objects of risk, requiring the combination of these principles and the continuous reconsideration of risks to develop effective positive-compensatory measures. The actual state of human (humanity's) protection indicates that without the creation of a “science of risks”, without the establishment of a corresponding academic discipline, further effective and rational risk management is no longer possible. The purpose of the article. Justification for the Introduction of a New Academic Discipline “Safety Riskology” in Engineering and Technical Specialties at Higher Educational Institutions in Ukraine. Conclusions. The conceptual notion of “safety riskology” has been “synthesized” for the first time. The need for teaching a new academic discipline, “Safety Riskology”, in higher education institutions has been justified. During the instruction of this discipline, it is proposed to shape in learners advanced competencies in the identification, analysis, assessment, and compensation (balancing) of risk, considering the types and characteristics of the activities of risk subjects and objects. The demand for professionals with contemporary knowledge in safety riskology is identified across all sectors of the economy. Discussions on the initiation of the independent science of “Safety Riskology” have been initiated.

MARKET OF EDUCATIONAL SERVICES AT THE PRESENT STAGE IN UKRAINE

In modern conditions, the role of education is growing along with the development of human activity. The issue of the further development of the educational services market is becoming even more urgent, and especially in the conditions of the war in Ukraine. The article focuses attention on the important role of the market of educational services in providing alternative learning opportunities due to security measures. The concept of the market of educational services was analyzed and its main subjects were determined. It is noted that the market of educational services exists in conditions of fierce competition. The author identified the factors affecting the market of educational services. Emphasis is placed on the fact that the educational services market is a leading factor in economic growth, employment and income. The number of students of higher education institutions in Ukraine, the number of foreign students and other indicators of the educational services market were analyzed. It has been noted and proven that education acts as a stabilizing force, and it is especially important during the years of war in Ukraine, despite the fact that some students are abroad. The author singled out serious challenges faced by the education market in Ukraine in the context of Russia’s military aggression. Proposed directions for solving challenges in Ukraine at the current stage.

Аналіз стану умов відтворення аборигенних іхтіопопуляцій Стир-Горинського гідроекологічного коридору на території Західного Полісся України

Purpose. To investigate the state of reproduction conditions, current and in dynamics since 1922, for native ichthyopopulations (NI) of the Styr-Horyn Hydroecological Corridor (HEC) on the territory of the Western Polissiya of Ukraine. Methodology. The Styr-Horyn HEC was studied according to the following parameters: hydrological regime and duration of water stay on the floodplain; state of the basin surface; speed of channel flow; amount of water exchange; quality of aquatic environment; natural-temporal changes of the channel, floodplains, tributary network; number of ecotones; qualitative and quantitative characteristics of fish juveniles. The hydrological regime was studied using the analysis of runoff hydrographs located in the Volyn, Rivne, and Zhytomyr regions starting from 1922. To assess water quality, KND No. 211.1.4.010-94, “Methodology of ecological assessment of surface water quality by relevant categories”, SOU – 05.01.37-385: 2006, was used. Ichthyological studies were carried out in the field and laboratory according to standard methods with the use of identification keys primarily using the data of test catches and the classification of V. G. Nikolskyi. Statistical and mathematical analysis was performed using the Delfi programming language, relevant computer programs (Mathcad, Excel, Xara) and formulas, including authors’ ones. Findings. An analysis of the Styr-Horyn HEC was carried out on the basis of restorative ichthyoecology using the basin principle and riskology approaches. The hydroecological and ichthyoecological factors affecting the reproduction of NI were studied. The natural fish reproduction localities (NFRL) in this region have been identified. Originality. For the first time, a comprehensive analysis of the state of the reproduction conditions of the Styr-Horyn HEC on the territory of the Western Polissiya of Ukraine was carried out starting from 1922. In addition, a prognostic assessment of the NFRL of this HEC on the territory of Ukraine has been provided. Practical value. The conducted studies are already successfully used in the work of higher educational institutions of Ukraine in the field of training “Aquatic bioresources and aquaculture”.In addition, they are used by fish protection authorities in several regions of Ukraine, in particular for certification of wintering grounds. In the future, their implementation is planned at the level of the national environmental protection policy and in the preparation of regulatory documents regarding the determination of the damage caused and the extent of the damage. Medico-biological aspects of physical training of students of higher education institutions

The article analyzes the medical and biological aspects of the physical training of students of higher education institutions. The organizational and methodical principles on which the innovative educational technology of implementing the health-forming orientation of modernized physical education is based are highlighted.
 It was established that the level of physical culture of young people is determined, first of all, by special education in this field, the perceived need to use physical exercises and other types of motor activity for the purpose of strengthening health and comprehensive self-improvement. On the basis of the analysis of a complex of literary sources, the goal of physical education is summarized, which consists in improving the health, education and education of student youth.
 The use of medical and biological aspects for the study of physical culture and health measures, where physical training is considered from the standpoint of the formation of skills of motor activity of the individual and the biological properties of the human body, is substantiated.
 The typological characteristics of the modern system of physical education in higher education institutions of Ukraine are determined; the interaction of medical, biological and cultural aspects of physical culture, which contribute to increasing the productivity of educational and physical culture and health activities, is scientifically substantiated.
 Medical-biological aspects include the study of health problems and the physical condition of people, their use for the study of physical culture and health measures is determined by the fact that physical training is considered from the point of view of the formation of motor activity and biological properties of the body.
 The specificity of the motivational and value component of the medical and biological training of future specialists was investigated on the basis of a questionnaire of higher education applicants.
 It has been proven that more attention should be paid to the promotion of sports and physical culture in the institution of higher education, to fully provide classrooms for classes with modern sports equipment and inventory, to actively include student youth in the process of physical education and mass sports events.

ШТУЧНИЙ ІНТЕЛЕКТ У ВИЩІЙ ОСВІТІ: МОЖЛИВОСТІ ВИКОРИСТАННЯ

The integration of artificial intelligence into the system of higher education represents a turning point in the process of learning and teaching. The development of artificial intelligence has opened the way to personalized training, automation of administrative tasks and the introduction of innovative training methods. The purpose of the study was to analyze the practical aspects of using artificial intelligence in higher education institutions of Ukraine. It was determined that artificial intelligence is an organized set of information technologies, which makes it possible to perform complex complex tasks. There are three main categories of artificial intelligence: narrow-spectrum artificial intelligence, or Artificial Narrow Intelligence, general artificial intelligence, or Artificial General Intelligence, and artificial superintelligence, or Artificial Super Intelligence. The main educational services provided by artificial intelligence in institutions of higher education are the development and conduct of lectures, seminars and practical classes; teacher counseling; creation of educational programs and electronic courses; development of tasks and simulation of their solution; conducting various educational events; evaluation of the works of education seekers. Some examples of the use of artificial intelligence, in particular chatbots, in the higher education of Ukraine are analyzed and their potential for improving the educational process and forming professional skills is emphasized. An example of the use of GPT-3.5 in the Luhansk Educational and Scientific Institute for teaching foreign languages is presented. Such applications based on artificial intelligence as Thinkster and Duolingo and the main aspects of their use by students of higher education are characterized. Recommendations are provided for the successful implementation of artificial intelligence technologies in higher education.

Health fitness in the higher education system of Ukraine and prerequisites for its application

The article examines the main socio-cultural prerequisites for the use of health-improving fitness in the system of mass higher education institutions of Ukraine. The rational use of available and effective fitness tools, which selectively affect the body, in many ways ensures the achievement of the goal of physical education of young people - promoting the training of harmoniously developed highly qualified specialists, taking into account the requirements specific to their professional psychophysical competence. Goal. To analyze the socio-cultural prerequisites for the use of health fitness in the system of higher educational institutions of Ukraine. Methods. Theoretical analysis and generalization of data from scientific and methodical sources and information of the global Internet. The results. The reasons for the need to reform and modernize the physical education of students have been revealed. The main aspects of the development of modern health-related fitness technologies have been established as an effective means of improving students' health and physical development. The need for purposeful implementation of the latest innovative fitness technologies in the system of higher educational institutions with the aim of improving the health of the younger generation has been determined. The selective nature of the impact on the body ensures the achievement of the goal of physical education of young people - it contributes to the formation of harmoniously developed highly qualified specialists taking into account the specific requirements for their professional psychophysical competence. Conclusions. Health fitness is defined as a complex, multifaceted and multifunctional social phenomenon, which can be considered as an effective factor in the physical improvement of student youth, increasing the level of their physical capacity and condition in higher educational institutions of Ukraine. The main socio-cultural prerequisites for the development of health fitness in Ukraine are defined as objective requirements of society for the physical culture of students' personalities, as well as for increasing and maintaining the level of their physical capacity and somatic health.

The purpose of the article is an attempt to analyze the results of the activities of domestic researchers of the history of Soviet everyday life (historians, ethnologists, cultural scientists, anthropologists, sociologists, art critics), which were presented at seven all-Ukrainian scientific and theoretical seminars of the series «Everyday Life: Visions and Meanings», held at Vinnytsia State Pedagogical University M. Kotsyubynskyi during 2015-2023. The research methodology is based on a combination of general scientific, special-historical and interdisciplinary methods and tools of socio-cultural analysis. The scientific novelty of the work lies in the fact that it attempts a primary (self) analysis and generalization of the local experience of the problematization of the Soviet past through the lens of everyday life. Conclusion. The initiative of the scientists of the Center for the Study of Everyday History of the Faculty of Vinnytsia Pedagogical University was launched in the context of the beginning of Russian aggression as a response to the request for an in-depth historical-anthropological and socio-cultural study of the (un)completed Soviet past through the visions and meanings of the life world of an ordinary Soviet person. Researchers of leading scientific institutions and higher educational institutions of Ukraine actively responded to the proposal of a scientific and theoretical dialogue between specialists. Some summaries of the journey can be expressed in several theses. First, the choice of topics for each subsequent seminar was not arbitrary. It is determined, on the one hand, by specific public requests and the professional readiness of researchers, and on the other hand, it arose from the specific interdisciplinary work of each previous seminar. Secondly, in Ukraine as  result, a stable core of qualified researchers of the Soviet past from various scientific fields has formed, to which new generations of researchers are interested. Systematic scientific dialogues contributed to the expansion of the subject field of Soviet everyday life, deepened and improved the methodology of its study, significantly for the development of an adequate understanding and interpretation of the Soviet past.

Formation of resilience of student youth by physical therapy methods

The article examines the negative impact of chronic stress caused by military aggression on the state of mental health of students, which directly affects their desire and ability to study effectively. The purpose of the work: to systematize the negative effects of chronic stress on the health of young people and to outline approaches to the formation of students' resilience using physical therapy methods. Scientific novelty: the main factor in preserving the health of students is an effectively organized pedagogical process and the correct use of pedagogical technologies. Methods of combating stress consist in removing emotional tension and changing a person's psychological mood. Students need to be taught how to manage stress and recover from exhaustion. The Kessler Psychological Distress Scale (K10), a "stress thermometer", and the subjective units of distress scale (SUDS) are used to monitor the impact of stress on the psycho-emotional state. Physical stress management methods include: regular physical activity, deep breathing, massage, reflexology, progressive muscle relaxation, healthy eating, sleep and rest.
 Conclusions: 1. The priority of higher education institutions of Ukraine should be the formation of resilience of all participants in the educational process. 2. Since during the war it is impossible to eliminate the source of stress, it is necessary to know its signs and manage it with stress management methods (regular physical activity, healthy diet, relaxation techniques, time planning, making positive changes in life). 3. Prevention of the negative impact of chronic stress on students, the search for resources to restore their physical and mental health, with the help of stress management and physical therapy methods, is a promising direction of scientific research.

Students Attitudes Towards the Organization of Physical Education Classes in the Preparatory Medical Group within Ukrainian Higher Education Institutions

This article aims to investigate the attitudes of 1st- and 2nd-year students towards the recommendation of participating in joint physical education classes between the preparatory medical group and the main medical group, led by a single instructor. The research involves analyzing literature, surveying students through questionnaires, and mathematically processing the survey results. The study reveals distinct preferences among students of different medical groups in higher education institutions. Results from a survey of 363 students indicate a demand for joint physical education classes for both basic and preparatory medical groups. However, there is a notable difference in opinions, with 48.58% of the main medical group fully supporting the recommendation, while 36.17% of preparatory medical group students find it preferable to have separate classes. The study concludes that students in the main medical group exhibit a positive attitude towards joint classes, while preparatory medical group students express concerns about inadequate attention, discomfort, and a potential decrease in motivation. Informal conversations with preparatory medical group students reveal a perceived lack of tailored programs for their specific needs. The article suggests the necessity of individualized approaches for each medical group to enhance the effectiveness of physical education programs, improve class quality, and elevate the overall physical development, fitness, and health of students. This, in turn, is anticipated to facilitate a smooth transition of students from the preparatory group to the main medical group.

CURRENT PRACTICES OF PROFESSIONAL TRAINING OF TEACHERS IN FINNISH UNIVERSITIES

The work is devoted to the study of the issue of the peculiarities of the higher education system of Finland from the point of view of professional training of teaching staff in Finnish universities. It is noted that becoming a teacher in Finland is a very competitive process. It is shown that the concept of professional training of teachers in Finland is comprehensive and continuous, covering all stages of the teaching career. It is highlighted that there is no detailed “curriculum of teacher education” in Finnish universities, however, there are principles and general features that all universities follow in the field of education. It is also highlighted that Finnish universities offer opportunities for individual course selection, allowing students to adapt their studies to their interests and career goals. It is shown the main methods, on which current system of professional training of teaching staff in Finland is based. Our recommendations, which are important from our point of view to become the aspects for the implementation of the successful Finnish experience in training teaching staff in the activities of higher education institutions of Ukraine, are presented. Some results of the empirical research of the peculiarities of the training of teaching staff in the higher education system of Finland through the prism of the experience of students of Ivan Franko Lviv National University – participants of international academic mobility in the University of Turku and the University of Jyväskylä under the Erasmus+ program as well as the experience of students of the University of Turku and the University of Jyväskylä are also presented.

Evaluation of the efficiency of agricultural higher education institutions of Ukraine and the dynamics of its change by data envelopment analysis

Presently, the process of assessing the effectiveness of higher education institutions and analysing the dynamics of its change needs to be improved, which determines the relevance of this study. The purpose of this study was to improve the assessment of the efficiency of agricultural higher education institutions of Ukraine in the scientific and journalistic context, as well as to investigate the changes in dynamics using the non-parametric method of assessing the relative efficiency of data envelopment analysis. The study used methods of statistical processing and data analysis, linear programming, computer computing to solve research problems, and logical and analytical methods to determine the purpose of the study, the means of achieving it, substantiate the findings of the study, and formulate conclusions. To evaluate the effectiveness of scientific and publishing activities of these higher education institutions, the input-oriented model of variable returns to scale of the data envelopment analysis method was applied. Using statistical data for 2020- 2022, the net technical efficiency of scientific and publishing activities of 37 agricultural higher education institutions of Ukraine was assessed. Based on the results of the assessment, a rating of agricultural higher education institutions in Ukraine was compiled. It was found that in 2021 and 2022, 27% of the surveyed higher education institutions were 100% effective. The average net technical efficiency in 2021 and 2022 was 0.91. In 2021-2022, 27% of agricultural higher education institutions increased the efficiency of scientific and publishing activities, 59% did not change, and 14% decreased. On average, there was a 1% increase in the use of educational resources in the field of agricultural higher education. Thus, the scientific and publication activities of agricultural higher education institutions during the study period are progressive. The findings of this study can be used for a reasonable ranking of higher education institutions according to the efficiency of scientific and publishing activities, analysis of the dynamics of changes in efficiency.

ADAPTATION COMPONENT AS A CONSTITUENT OF FOREIGN STUDENTS SUCCESSFUL TRAINING IN MEDICAL UNIVERSITIES OF UKRAINE

Abstract. The article highlights the main tasks of higher medical education in Ukraine. It is noted that one of the global tasks of higher medical education development in Ukraine is the qualitative training of foreign students. The successful process of their education is a kind of indicator of high level of education in Ukraine, a confirmation of its international scientific, educational and cultural authority. It is indicated that attraction of foreign students to Ukrainian medical institutions of higher education performs not only economic functions, replenishing the country's budget at the expense of students studying on a contract form of education, but also stimulates cultural exchange between countries, affects the formation of future medical elite. Foreign students who remain in our country after graduating from Ukrainian higher education institutions have particular interest for the research. During their studies, they not only receive education, but also master the Ukrainian language, adapt to economic, cultural and other living conditions. Such graduates are very valuable for the future of our country. In connection with this, the question of adaptation of foreign students to living and studying in Ukraine is being brought up to date as the quality of education and professional socialization of foreigners depends on its success.
 The adaptation component plays an important role in studying process of foreign students. Students encounter adaptation difficulties from the first days of their studies. Foreigners find themselves in an unfamiliar cultural, linguistic, household and social environment, which they need to master, so the educational process is accompanied by adaptation to new living conditions. An important role in the process of foreign students’ adaptation in the universities of Ukraine has the organization of the educational process itself and the direct participation of the teacher in it. However, the successful implementation of the adaptation component is facilitated not only by classroom work, but also by extracurricular work, as it is an integral part of educational and educational processes.

Survey Analysis of University Teachers in Ukraine Regarding the Use of Google Workspace for Education

The article highlights the results of a survey of teachers at higher education institutions of Ukraine regarding the possibilities provided by Google Workspace for Education tools in the organization of the educational process. A questionnaire was used to gather data for this purpose, in which 167 respondents from different regions of the country took part. The questionnaire focused on the frequency of using specific educational applications, such as learning management systems, collaborative tools, and educational games. Most often, Google applications are used in blended learning (72% of respondents). To organize and conduct lectures/practical classes, teachers quite actively use Google Slides (79.4%/73.8% of respondents), Google Meet (69.2%/65.4% of respondents), YouTube (60.7%/56.1% of respondents). It was found that the vast majority of teachers (91%) positively evaluate the impact of Google Workspace for education tools on the effectiveness of teaching methods. In the future, it is planned to research students’ opinions regarding the use of Google Workspace for education while studying at university.

Foregn language training of specialists in higher educational institutions of Ukraine and the republic of Poland in the context of theEuropean language policy: experience and prospects

The article deals with the problem of foreign language training of specialists in higher educational institutions of Ukraine and the Republic of Poland in the context of the European language policy. The aim of the study is to determine the features of specialists’ foreign language training in the higher education system of Ukraine and the Republic of Poland in the context of the European language policy and to analyze the main provisions of the All-European recommendations on language education regarding the level of foreign language proficiency and criteria for assessing the knowledge and skills of students in Ukraine and Poland. The author underlines that foreign language training of specialists of any profile in modern Europe directly relates to the guiding principles of language policy of the European Union, concentrates around basic life competencies of the individual, needs and challenges caused by the globalization of the modern world, including linguistic issues, the provisions of the Bologna Declaration on the construction of a single European educational space. The study of modern trends in foreign language education in universities of Ukraine and Poland shows the interest of the institutions of the Council of Europe and the European Union in the state of problems of foreign language education and support for its solution. It has been substantiated that the European Union has determined the main criteria and indicators of foreign language training of specialists, and has determined the language proficiency requirements for Ukrainian and Polish graduates universities.

Research on the issue of changing the forms of education in higher education institutions of Ukraine during the crisis

This paper dives into examining how education in Ukrainian Higher Education Institutions (HEIs) is evolving in response to various factors, external and internal influences. We take a closer look at the significant impact of the crisis on the educational setup of Ukraine's HEIs. Gathering insights and facts from diverse educational sources, scientific studies, and research findings, we investigate and thoroughly explore the strengths and the main advantages of specific education models in higher education institutions of Ukraine, and the advantages of their application under certain circumstances in crisis conditions. Additionally, the abstract sheds light on the collaborative efforts and partnerships between HEIs, industries, and governmental initiatives that contribute to the ongoing educational transformation. In addition to this, we break down the core principles guiding initiatives in Ukraine to enhance educational quality amid numerous challenges. It is also worth noting that all these changes require the development of technologies and their integration into the educational process. Evidently, despite such rapid changes, Ukraine was able to quickly adapt Internet technologies to the educational process. We highlight the essential role of education as a driving force in effectively tackling modern challenges. In addition, we emphasize the importance of training qualified, competitive specialists in their field, capable of contributing to the recovery of economic processes in Ukraine even in a crisis period. This discussion aims to offer a comprehensive understanding of the changing educational landscape, shedding light on the strategies used to navigate and improve educational outcomes in the country. As a newcomer in this field, this exploration is an attempt to unravel the complexities of educational shifts during crisis periods in Ukrainian HEIs.

Artificial intelligence (AI) in Ukrainian Higher Education: A Comprehensive Study of Stakeholder Attitudes, Expectations and Concerns

This study examines stakeholders’ attitudes toward Artificial intelligence (AI) tools in Ukrainian higher education institutions, employing a comprehensive mixed-methods approach. The research combines qualitative focus group discussions, which involved a diverse range of participants, and a quantitative survey questionnaire distributed to a sizeable cohort. The quantitative data reveals a noteworthy trend, with a majority of stakeholders expressing positive attitudes toward AI integration, emphasising its potential for personalised learning and real-time feedback. This positive sentiment, however, is tempered by identified concerns, notably surrounding the accuracy of AI-generated content. The study establishes a connection with existing literature, affirming the widespread acceptance and benefits of AI in education. For a more nuanced understanding, a detailed breakdown of these quantitative results sheds light on the extent and distribution of stakeholder attitudes and concerns. Moreover, the qualitative component delves deeper into stakeholders’ perspectives, capturing the richness of their expressions. Concrete examples and direct quotes from participants in focus group discussions provide a qualitative dimension to the study’s findings, offering insights into the nuances of stakeholders’ viewpoints. To address these concerns, the research emphasises the need for tailored intervention plans, focusing on content quality, ethical implications and comprehensive training. These recommendations are rooted in a thorough analysis of both quantitative and qualitative data, providing practical insights for policymakers and institutions. In particular, the study highlights the importance of inclusive decision-making and targeted communication strategies, recognising role-based and age-related variations among stakeholders. By adopting a holistic approach to AI integration and acknowledging the interrelationships between attitudes, perceptions, expectations and concerns, this research provides a comprehensive guide for effectively leveraging AI while addressing associated concerns in higher education institutions.

The role of managerial competencies in fostering collaboration between higher education institutions and local communities

Relevance. The relevance of the scientific work lies in the need to study the competencies of the heads of higher education institutions and territorial communities in Ukraine and the results of their relationships. Purpose. The purpose of this research work is to identify the key competencies of senior officials of higher education institutions of Ukraine in 2023 and the results of their influence on the development of cooperation between higher education institutions and territorial communities. Methodology. Theoretical and empirical research methods were used in the scientific work, namely description, analysis, systematization, generalization, the survey of employees of the structure of education and territorial community in the city of Poltava, as well as interviews. Results. As a result of the scientific research, the necessary competencies of the manager were identified, which are a prerequisite for effective management of higher education institutions and territorial communities in Ukraine by the beginning of 2023. Also, the main characteristics of the leader’s personality and their influence on the establishment of interaction between territorial communities and institutions of higher education were determined in the research work. The main competencies of managers and necessary personal qualities are structured in this work. Conclusions. The position of employees of the Taras Shevchenko Luhansk National University and members of the Poltava City Council, as representatives of the territorial community of the city of Poltava, was studied, with the help of a survey, regarding the presence of the necessary managerial competencies and personal qualities of the managers of the above-mentioned structures and their influence on the interaction between the structures. The results of research work can be used by scientists and researchers for further study of the main competencies of heads of higher education institutions and territorial communities in Ukraine.

Analysis of the competitiveness of higher education institutions in Ukraine in the context of recovery and development after the war

The article examines the challenges that arise before the education system in the conditions of military aggression. The changing political and social situation during the conflict seriously affects educational institutions and their ability to provide quality education. The purpose of the study is to create a structural and functional set of criteria for ensuring the processes of forming the competitiveness of educational institutions in the conditions of full-scale military aggression and post-war reconstruction. The article analyzes the effects of military conflict on education infrastructure, access to education, and the psychological well-being of students and staff. She reveals the need to adapt the criteria for assessing the competitiveness of educational institutions pays attention to the flexibility of the educational process and the ability to respond to emergency situations. The article used the method of literature analysis, which made it possible to systematize the results of the analysis of scientific studies, articles, reports, and other sources of information related to the competitiveness of educational institutions in the conditions of military aggression and post-war reconstruction. This allows you to establish the presence of problems, identify factors and determine previous theoretical approaches to the assessment of competitiveness. Analytical methods, including statistical data analysis, modeling, and other analytical approaches for assessing competitiveness, are used to identify relationships and important factors affecting the competitiveness of an educational institution. Based on the use of these methods, a model for assessing the competitiveness of educational institutions was developed. Using the competitive assessment model helps higher education institutions improve their strategic plans. This allows them to identify their strengths and weaknesses, identify competitive opportunities and threats, and develop effective development strategies. The competitiveness assessment model contributes to the improvement of the quality of education.
